Volunteer Support for Warfare and Welfare

Partisan groups are often divided over the issue of spending tax dollars on war and spending tax dollars on welfare.

What if decisions about going to war, sending weapons, or funding police actions could be made by the people instead of Congress or the President? What if those who voted for war were expected to pay for it? while those who voted against war were not expected to pay for it? Would the U.S. spend less? Would the U.S. be safer?

What if the people were able to vote for programs that improve the economy (public banking, workfare for the poor, no income taxes for medium to low wage earners, low or no taxes for employee-owned and run businesses, fiat currency for capital improvements/public works only), thereby reducing the need for welfare for the poor? What if those who voted for welfare for the poor were expected to pay for it? while those who voted against welfare for the poor were not expected to pay for it?
